Old RUT950 router and EE SIM: WiFi calling works correctly.

Take out SIM (difficult - lots of screws).

Put SIM in new RUT950 (easy - simple slot). Internet good, but no WiFi
calling!

But: put O2 SIM in the new RUT950 - WiFi callings works fine!

So why does 02 SIM work but EE SIM not in the new RUT950 router?

Well obviously!

So who can fix it? EE or the manufacturer of the RUT 950?

Perhaps you can:
https://wiki.teltonika-networks.com/view/RUT950_Firmware_Downloads

(no guarantees that the 'old' device has older firmware than the newer one)

OK so I have an explanation.

Both the RUT950 came from Solwise. Technical support at Solwise
(Daniel) talked to Teltonica (they make the RUT950). After several days
of sending diagnostic logs, Teltonica say:

Look at the mobile connection settings in the RUT950. Disable IPv6 and
enable IPv4. WiFi calling now works!

This is clearly a work-around. The underlying problem is that EE don't
support a mobile client that uses IPv6. Evidently O2 don't limit
themselves that way.

A bit hypocritical, since some EE SIMs are IPv6 only.

I suspect the reason that Solwise took the trouble to investigate is
that they have seen this problem elsewhere. If what you claim is true,
do their IPv6-only SIMs work with WiFi calling?

I think for wifi calling to work depends on alignment of many planets.

I grey-imported a Japanese Nexus 5a because they were not sold in the UK.

My VMO2 SIM did not allow me to enable wifi calling, speaking to support
got nowhere, using the same SIM in a samsung phone worked for wifi
calling. Tried various other SIMs in the 5a, none worked for wifi calling.

A couple of years later, VMO2 (previously a MVNO of O2) migrated me to
O2 (as a user of the MNO in its own right) no new SIM was provided, just
an over the air SIM update, from then onwards wifi calling worked on the 5a
