Rural town.

We have Virgin cable to about half the town.

Open Reach have been messing around for years running fibre through ducts
and putting terminations at the top of poles but no consumer service yet.

Recently, road works have been scheduled by City Fibre in the surrounding
streets.

Do City Fibre sub-contract to install fibre for Open Reach or might we be
about to see 3 way competition?

City Fibre use subcontractors themselves. As far as I know very few folk
are actually employed by CF. For my installation they used Kelly
Communications to fit the fibre from their cabinet to my house. They did
use the existing Open Reach duct to get into my property. The CF
distribution cabinet is fed by their own newly installed purple ducts. So
yes, it looks like will get a competitor to OR and VM.

CF are like OR, they don’t deal with end users directly. There are a number
of ISPs that can provide service over a CF connection. I use IDNet.

I have seen City Fibre vans with personnel doing installs so I assume
those personnel are employed by CF. (Kelly did my install, too.)

To answer the OP's question, OpenReach won't be using CF equipment or
ducts but CF do use OR ducts.
